Title:Energy Specialist  
Department/Division:South Asia Department (CWRD)/Energy Division (SAEN) 

 

1. JOB PURPOSE:
Identify, develop, implement and administer loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the energy sector. Contribute to the development of energy sector policy in the South Asia developing member countries (DMCs). Work with broad policies and objectives, having freedom to work with clients, with supervision for critical tasks.

 

2. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Provide information and analyses towards the development of policy and strategies for the energy sector including around issues on climate change, sustainable models for rural electrification, renewable energy, energy efficiency and other issues, in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
  • Contribute information and analyses to interdepartmental working groups on the energy sector.


  1. Project Management
  • Participate in the development, processing and administration of non complex loan and TA projects in the energy sector.
  • Identify opportunities for ADB assistance projects in the energy sector in DMCs.
  • Integrate ADB’s policies and guidelines in the design and implementation of energy sector projects, including on environmental and climate change issues.
  • Provide advice to executing agencies on project preparation and implementation.


  1. Knowledge Sharing
  • Participate in and contribute to internal and external training and conferences on the energy sector and other activities for advocacy, dissemination and knowledge building.


     

  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure on-going learning and development of reporting staff.

 

3. EDUCATION REQUIREMENTS:

A university degree in engineering, economics or business administration; preferably at post-graduate level or its equivalent.

 

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required leve
  • At least 8 years of relevant professional experience in the energy sector
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

- Able to apply advanced technical knowledge, skills and expertise in energy policy, renewable energy development and utilization, climate change and environment, economics, engineering and finance
- Able to use technical expertise to advise and support Country teams and DMCs in developing policy, and in project design
