Energy Decarbonization Analyst

Energy Decarbonization Analyst

OVERALL FUNCTION

EDF in California seeks a highly motivated, analytically rigorous Analyst to join our team focused on energy system decarbonization. The Analyst will be a key member of the team, conducting research and analysis in a breadth of environmental topics and supporting state-level clean energy policy and regulatory advocacy. 

The Analyst will report to the Director of Regulatory & Legislative Affairs in EDFs Energy Decarbonization strategy. They will work with other analysts, natural scientists, and policy specialists across the program and throughout EDF as well as within academia and other partner organizations. The Analyst will help monitor regulatory actions, summarize testimony and key positions, and help represent EDF at the state’s energy administrative agencies.  

Work Location:  Ideally San Francisco EDF office or CA-based or U.S. Remote with knowledge of CA energy market.

This a fixed term contract position with full benefits for one year with possibility for renewal.

KEY RESPONSIBILITIES

  • Serve as key regulatory analyst in support of EDF’s effort to decarbonize the energy and transportation system before California state energy agencies
  • Perform analysis of proposed regulations and legislation for emissions, economic, and equity implications
  • Help draft comments, white papers and other documents summarizing research for a broader audience, along with public communications including presentations, Op-Ed pieces, and blog posts
  • Research and develop recommendations on policy design matters related to renewable electricity, clean energy standards, new transmission lines, decarbonization of the gas system, building decarbonization, and transportation electrification
  • Perform literature reviews and research, analyzing and synthesizing information on a variety of topics to inform and support EDF’s energy system decarbonization advocacy efforts within California
  • Prepare information to respond to inquiries from a variety of stakeholders
  • Support project management efforts helping to coordinate team activities and meetings as needed
  • Contribute to development of a comprehensive strategy for state-level policy design and advocacy and take ownership of portions of that strategy. This may include, but is not limited to:
    • coordinating with external stakeholders,
    • meeting with regulatory staff and other decision-makers,
    • supporting communication campaigns,
    • representing EDF at public meetings,
    • tracking legislation and regulatory proceedings, etc.
  • Work with internet communications staff to maintain up-to-date information on websites
  • Participates in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values. Additional relevant responsibilities as assigned.

QUALIFICATIONS

  • Undergraduate degree in environmental science, economics, public policy or related fields and at least three years of related professional experience or a Master’s degree in a related field with 1-2 years professional experience
  • Demonstrated interest in environmental policy and environmental equity
  • Results-oriented, self-starter with the ability to think strategically and carry out responsibilities in a timely and effective manner
  • Solid personal organization and attention to detail
  • Strong interpersonal skills and ability to effectively engage with policy professionals from a variety of backgrounds; an excellent listener and fast learner
  • Strong research and analytical skills and an interest in performing rigorous analysis in support of highly visible work.
  • Demonstrated ability to effectively synthesize and communicate basic technical and policy findings in a clear and concise manner to colleagues internally and to external non-technical audiences (written and oral communication skills) 
  • Ability to work independently and to support a multi-disciplinary team, using independent judgment required to plan, prioritize, and organize diversified workload.
  • Ability to manage multiple projects, tasks, priorities, and tight deadlines concurrently
  • Strong computer proficiency, including experience with Excel, Word, and Internet research
  • Ability to apply excellent organizational, communication, and planning skills in preparing correspondence and reports, responding to requests for information, and helping to coordinate activities among team members
  • Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds
