Organizational Profile
The Collaborative Labeling and Appliance Standards Program (CLASP) is an international non-profit organization whose mission is to serve as the primary international voice and resource for energy-efficiency standards and labeling worldwide. CLASP provides best practice technical advice on standards and labeling policies in order to achieve high energy and carbon reduction impacts. CLASP organizes teams of local and international experts to provide technical support to governments and organizations working to develop energy efficiency standards and labeling (S&L) policies.  CLASP has been selected by the ClimateWorks Foundation to be a Best Practice Network (BPN) for appliance, lighting, and equipment. As a result of this support, CLASP is expanding its staff in key countries as well as its global outreach on S&L.

Position Summary
CLASP is seeking a Director of India Programs to oversee its programs and projects in India and coordinate with CLASP activities in other key countries and regions. This position provides an exciting opportunity to advance India’s energy efficiency, energy security and climate change goals.

The Director of India Programs will focus primarily on ensuring high impact S&L programs in India but will also be a key resource to the global network--particularly the Regional Climate Foundations (RCF) that are part of the ClimateWorks network.

The Director of India Programs will be charged with recruiting and managing a small team of technical experts on appliance energy efficiency across the residential, commercial and industrial sectors. The Country Director will report to the CLASP Senior Director for Country Programs based in Washington, DC.

Key Responsibilities
The Director’s primary responsibilities will be to provide leadership, management, and strategic direction to all program activities to ensure the efficient use of resources and achievement of results. Ensure effective planning, management and timely implementation of program activities in collaboration with the Bureau of Energy Efficiency (BEE), and other partners and key stakeholders. Establish and maintain close working relationships, partnerships, and coordination with the BEE, RCF, BPNs, and other stakeholders and partners. Represent the program at joint meetings with the client, partners, and national collaborators to further the implementation and sustainability of program activities. Oversee development of annual work-plans, budgets, reports, and other deliverables, ensuring all are on time and of high quality. Oversee monitoring and evaluation activities in accordance with a Project Monitoring Plan (PMP), that corresponds to the program’s desired results and the organization’s strategic objectives. Oversee project budget and administrative processes and ensure that project budget projections, expenditure, tracking and reporting are in accordance with CLASP procedures and practices.

Skills and Qualifications:

  • At least 10 years of experience in energy efficiency program design and implementation required, with technical expertise and experience in the design and implementation of of S&L programs strongly preferred;
  • Demonstrated leadership and management skills, with extensive experience in managing diverse teams of staff and contractors, contracts and project budgets required
  • Demonstrated ability to establish strong working relationships with program and project partners and stakeholders required
  • Outstanding communication skills in both English and Hindi required;
  • A bachelor’s degree in engineering, economics, or environmental discipline required; masters degree strongly preferred
  • A personal orientation that emphasizes best practice regardless of the source; teamwork ahead of getting credit; and high-quality technically-based project design and implementation
