The goal of the EDF Energy Program is to bend the curve on greenhouse gas emissions from oil and gas production and use by 2030, while meeting the world’s energy needs cleanly and equitably. We are achieving this through a defined set of objectives targeted at 1) reducing emissions from oil and gas production, delivery, and use, and 2) reducing demand for oil and gas in power generation, transportation, buildings, and industry. To achieve our goal, we seek reforms in law, regulation, and/or business practice through a set of strategic corporate partnerships, direct engagement with policymakers, and mobilizing investor and public sentiment in favor of change. In achieving our objectives, we facilitate cutting-edge science, technical innovation, and rigorous economic and financial analysis to develop durable solutions.
Overall Function
The Director, Energy Policy, Europe leads the organization’s European methane strategy, which aims to deliver ambitious EU and national energy policies that will contribute to significant reductions in global oil and gas methane emissions by 2025. Through this work, the Director, Energy Policy, Europe will lay the foundation for future energy policy work in Europe, consistent with EDF strategy and objectives. They manage and liaise with multidisciplinary, cross-programmatic teams within EDF, help build and manage coalitions and campaigns in multiple countries, and engages key stakeholder groups, policymakers and international institutions. The Director, Energy Policy, Europe reports to the Associate Vice President, Global Energy and coordinates closely with the Executive Director of EDF’s Europe Office (EDFE) to help build synergies on broader EDF objectives.
Key Responsibilities
- Work with Environmental Defense Fund’s team of scientists, policy experts, attorneys, and consultants and our allies to achieve Energy Program goals.
- Become fluent in the goals, objectives, strategies and tactics of EDF and EDFE and their strategic partners and advance them to the maximum extent possible alongside achieving Energy Program goals.
- Collaborate with EDF staff to advance methane regulation in Europe that includes
- (1) building and fostering key relationships with relevant policymakers at the EU and member state levels
- (2) defining meaningful and achievable policy goals and objectives that will result in progress toward 45 percent reduction in global oil and gas emissions from 2012 levels by 2025
- (3) searching for opportunities to advance our goals
- (4) developing specific strategies to achieve such policy goals
- (5) executing such strategies
Qualifications
- Advanced degree or appropriate professional experience
- Fluency in English at least one of the other EU official languages
- Sophisticated understanding of the EU policymaking process
- Deep understanding of Europe’s political, economic, environmental and energy landscape and ability to apply that knowledge in achieving strategic goals and objectives.
- Ability to think clearly and creatively about technical, scientific and legal issues;
- Excellent written and oral communications skills, both in English and at least one other European language
- Demonstrated track record of working with diverse interests;
- Strong strategic sense for influencing public policy;
- Demonstrated commitment to environmental values;
- Detail oriented, organized, a self-starter, able to adapt to frequent change and prioritize effectively under constant deadline pressure;
- Excellent strategic thinking skills and judgment;
- Ability to follow guidance from and consult frequently with senior staff both within EDF and EDFE;
- Ability to work with a diverse range of people, both inside Environmental Defense Fund and externally.
- Ability to build and maintain both internal and external networks to help achieve EDF objectives.
