Description

Research and Systematic Observation is recognized as an important component of the UNFCCC (Article 5) to understand better how important systems performed in association with the anticipated climate change. Of critical importance is the climate system which must be understood in light of the interference that may be imposed by GHG concentrations.  This work requires Global Observation networks to coordinate monitoring and analysis of the climate trends over time. Given Kiribati geographical location over the mass area of oceans, it becomes one of the most important sites for Global observation of the climate systems.

The ultimate objective of this Individual consultancy is to conduct assessment, analysis on Kiribati’s circumstances with respect to research and systematic observation, and prepare a Synthesis Report on Research and Systematic Observation with special focus on ENSO, droughts and extreme events and sea level changes.

The position will be based at the Kiribati National Met Service.

 

Duties and Responsibilities

The incumbent will be responsible to the Project Management Unit, SNC Project of the Environment and Conservation Division and will perform the required duties.

This assignment is expected to commence in September and concluded by early October.
A total of 4 weeks and 3 days works have been allocated for this activity. 
Tasks 1- 5: 4 weeks desktop work input in Kiribati
Task 6:  3 days workshops in Kiribati

 

Competencies

  • Experience and understanding of climate change, Meteorological services in the Pacific Island countries.
  • Extensive experience with Global Climate Observing System or Climate change in Kiribati.
  • Understanding of the institutional structures within the Government of Kiribati.
  • Demonstrated ability to develop and implement training workshops within Pacific Island countries.
  • Track record in co-coordinating field projects on climate change adaptation areas in Pacific Island countries.

 

Required Skills and Experience

Education:

  • Degree/Advanced Degree in physics, environment or equivalent qualifications.

Experience:

  • Minimum of 3 years international experience in Meteorology or Climate including preferably in the Pacific Islands or similar environment.

Language:

  • Fluency in written and spoken English.

Proposals should contain the following information;
i) Technical proposal including a P11 form (available on the UNDP website www.undp.org.fj, an updated current CV, contact details of at least three referees and a cover letter setting out:

  • How the applicant meets the selection criteria
  • Evaluation approach and methodology

ii) Financial Proposal including professional fees, travel, living expenses for the duty station (Kiribati); and any other miscellaneous cost that may be incurred during the duration of the consultancy using the table given below as a guide and should be separate from the technical proposal
