Description

Background

The project is an integral part of the GEF- Mid-Size Project “Integrating multiple benefits of wetlands and floodplains into improved transboundary management for the Tisza River Basin”. The UNDP pilot and demonstration component aims at development, implementation and evaluation of transboundary community-led projects that promote sustainable development through integrated land and water management (ILWM) practices at the community level in Tisza countries: Hungary, Romania, Serbia, Slovakia and Ukraine.

Three transboundary demonstration projects will be supported in the frame of the GEF/MSP project. The projects were selected in an open call published in July 2008. Shortlisted project ideas received a technical assistance from the UNDP project (in particular, but also from other project partners) to support the elaboration of the full project proposal.

The UNDP/GEF Tisza Project Steering Committee, consisting of representatives of 5 participating countries – National Governments, GEF, EC, International Commission for the Protection of the Danube River (ICPDR), UNEP, UNOPS and UNDP, evaluated the project proposals and approved the award of grant for the implementation of selected demonstration projects in February 2008.

 

Duties and Responsibilities

Specific Tasks

Under the direct supervision of, and reporting to the project manager in UNDP, and in cooperation with Regional Consultant and the project teams of the three demonstration projects, the consultant will provide coordination support and substantive technical advice for activities in Hungary, mainly:
  • Harmonization of stakeholder interests, conflict management
  • Investigating institutional barriers and opportunities to introduce ILD into land and water governance mechanisms in Hungary and in the Tisza basin
  • Evaluation of the international survey results on ILD related interviews and investigations and support the final reporting of the project in a form of a policy paper.

All tasks relate specifically to activities implemented in Hungary, for the demonstration project “Integrated land development (ILD) program to improve land use and water management efficiency in the Tisza basin“, especially supporting Outcome 3 of this project. Summary of the project is attached in Annex 1.

Approach

The consultant is expected to follow a participatory and consultative approach ensuring close engagement with UNDP Regional Centre in Bratislava, the government counterparts, national and regional partners, and key stakeholders.

Although the Consultant should feel free to discuss with the authorities concerned, all matters relevant to its assignment, s/he is not authorized to make any commitment or statement on behalf of UNDP or he project management.

Duration

The total time frame for the carrying out of this assignment is 9 months starting in January 2010. Estimated number of working days is 50. The contract will be paid as lump sum, including costs of occasional in-country travel.

 

Competencies

Deliverables

The key products expected from this assignment are the following:
  • Active participation at meetings of the project team
  • Policy paper on the ILD implementation opportunities and barriers in Hungary and in the  5 Tisza countries
  • LUC negotiated with local stakeholders for pilot site in Hungary
  • A comprehensive Final Report in English that summarizes the support provided; including technical statements proving the technical support provided, protocols for site visits and mission reports signed by the manager of the related demonstration project.

 

Required Skills and Experience

  • Be a recognized expert in the areas of trans-boundary river basin management and sustainable development;
  • Work experience in relevant areas for at least 10 years
  • Have experience in working with community-based projects and initiatives;
  • Possess an advanced university degree in the appropriate development field;
  • Be familiar with development  issues of the Tisza River Basin; in particular concerning the Living Tisza Project
  • Possess good English and Hungarian speaking and writing skills; Russian and/or Serbian is an advantage.
  • Computer-literate (MS Word, Excel, Power Point, Internet and email)
