This post is within the Component 2, Mainstreaming Tools of the ongoing “Strengthening Socotra’s Policy and Regulatory framework for Mainstreaming Biodiversity” project supported by The Global Environmental Facility (GEF), United Nation Development Program (UNDP) and the Government of Yemen (GOY). The project contributes to the goal of creating a sustainable and well-governed path of development for the Socotra archipelago that ensures the conservation of its globally important biodiversity.supported by The Global Environmental Facility (GEF), United Nation Development Program (UNDP) and the Government of Yemen (GOY). The project’s objective is that Biodiversity management considerations are mainstreamed effectively into the current process of “decentralizing governance for development” on the Socotra archipelago. The objective will be achieved through the four following project outcomes that reflect the necessary interventions to address the constraints identified in each element of the mainstreaming framework: Local Governance Support, Mainstreaming Tools, Strengthening NGO Advocacy, Benefits of Biodiversity Conservations to Local Livelihoods and Support to the fisheries sector.

 

Duties and Responsibilities

Within the framework of the“Strengthening Socotra’s Policy and Regulatory framework for Mainstreaming Biodiversity”, Component No. 2, the consultant is, in cooperation with the National Legal Advisor (comp. 2)  expected to lead the review of mainstreaming tools of the 2000 Conservation Zoning Plan (CZP), in line with other reigning legislative and regulatory framework and compatible with international requirements (in particular UNESCO- World Heritage Site status), propose modifications if applicable.
 
The consultant will prepare necessary tools to mainstream environmental consideration into island wide planning and decision making processes.
 
The consultant will execute his/her assignment (see also specific Tasks below) in close cooperation and coordination with the Environmental Protection Authority (EPA) and the other relevant institutional as well as non-governmental bodies. He/She will also keep, through the relevant managerial focal points, an active technical dialogue with the operational teams of the projects ongoing in Socotra. This in the light of exchange technical viewpoints, problems, and solutions toward a reciprocal benefit, e.g. with reference to technical approaches and instruments which may enhance the effectiveness of the regulatory / decision enforcement biodiversity mainstreaming tools of the CZP.
 
Tasks include:
  • Review and assess existing facilities and current practices on application of existing biodiversity mainstreaming tools also in relation with UNESCO- World Heritage Site status requirements, community attitude, involvement of local stakeholders. This will include (i) a review of international biodiversity mainstreaming best practices and related ecosystem response tools and (ii) an assessment of the current situation in Socotra to identify possible gaps as basis to propose the most suitable ones for Socotra
  • Through a participatory process with stakeholders and decision makers, conduct feasibility and sensitivity analysis of proposed tools, including community attitude survey
  • Develop guidelines and manuals to strengthen the operations and implementation of the CZP, including the proposed tools
  • Review the current capacity to implement the biodiversity mainstreaming tools and CZP and recommend possible capacity improvement and enhancement.
  • According to proposed IWA mandate incorporate the biodiversity mainstreaming tools and CZP into its operations
  • Provide technical inputs to the National Legal Advisor and contribute to development of related by-laws
  • Ensure gender equality of proposed tools, manuals, guidelines etc.
  • Perform any other duties in the contexts of the consultancy objectives.

 

Competencies

  • Extensive international experience in mainstreaming biodiversity into the governance of sensitive high profile conservation areas (World Heritage Sites or comparable)
  • Excellent oral and written communication skills in English. Arabic language skills are desirable.
  • Disposition and ability to work as part of a team.
  • Willing to travel to remote areas.
 

 

Required Skills and Experience

  • Post-graduate degree in Natural Resource Management Planning or relevant
