Description

The Barrier Removal to the Cost-Effective Development and Implementation of Energy Efficiency Standards and Labeling (BRESL) project is an international co-operation project, which is sponsored by the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF).

The BRESL project is aimed at rapidly accelerating the adoption and implementation of energy standards and labels (ES&L) program in Asia, The project also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate. BRESL will facilitate the transformation of the manufacture and sale of energy-efficient appliances and equipment through:

  • A regional initiative in Asia. The project will focus on regional ES&L program cooperation and harmonization with provision for general information, tools and training to all interested developing countries in the region.
  • National technical assistance to 6 developing countries in Asia. The project will focus on capacity building and assisting government, manufacturer, distributor, retailor, consumer and relevant stakeholders throughout the Asian region to implement the most cost-effective ES&L program. In each participating country, priority activities will be carried out to help foster each country's preferred process for developing or expanding its ES&L program.² Participating Countries: Bangladesh, China, Indonesia, Pakistan, Thailand & Vietnam.
  • Target Products: Refrigerators, Room air conditioners, Electric motors, Ballasts for FTLs, Electric fans, Compact fluorescent lamps and Rice cookers.
  • Implementation: China is the Host Country. China National Development and Reform Commission (NDRC) is the Executing Agency and China Standard Certification Center (CSC) is the Designated Implementing Agency.
  • Duration: BRESL is a 5 years project with GEF US$7.8M funding.

The BRESL project consists of two levels activities: (i) enhancing the regional cooperation/ multi-recognize and sharing the best practices of energy efficiency standard and labeling (EESL), and (ii) developing and implementing country-specific strategies and activities for energy efficiency standard and labeling (EESL) to overcome the barriers of reducing the energy consumption within each national context.

 

Duties and Responsibilities

Tasks and Responsibilities:

  • Provide technical and administrative support in the implementation of all project activities
    Actively participate in Technical Working Groups (TWGs), various teams and other ad-hoc task forces for the conduct of specific activities and tasks under the Project
  • Conduct regular coordination with project players, consultants and subcontractors on the status of the implementation of all components, activities and tasks under the Project;
  • Conduct synthesis of the works, reports and other outputs of consultants and subcontractors involved in the Project
    Submit regular reports to RPMU Director on the status of project activities vis-à-vis target outputs on a monthly basis, including summarizing the specific activities and works accomplished for the period;
  • Resolve problems and barriers as they emerge in the process of implementation, especially in external communications, and in meeting various aspects of UNDP working processes and practice;
  • Provide suggestions for improving PILESLAMP implementation
  • Provide technical inputs in the preparation of annual work plan (AWP) and annual project reports (APR) and others as required by the UNDP, GEF, NDRC and RPMU Director;
  • Assist RPMU to organize and arrange international conferences and surveys;
  • Act as RPMU deputy in various meetings, workshops and other activities, as may be instructed by RPMU Director;
  • Provide other support services as may be required by RPMU Director.
    Outputs:
  • Polished reports required by UNDP, GEF, NDRC and RPMU Director;
  • Regular English reports of project implementation progress;
  • English record of project implementations status and suggestions for the improvement;
  • Annual working plans and project implementation suggestions
  • English annual reports, interim report and final report;
  • Analysis report and resolution proposals for the problems and barriers to be emerged during the implementation of BRESL.

 

Competencies

  • Having technical knowledge on energy efficiency of BRESL products;
  • Understanding well the BRESL participating countries’ economic, energy and environment situation;
  • Strong existing relationships with ES&L institutions as well as a ready-network of international experts;
  • Strong coordinative capability with international and domestic experts;
  • Excellent literature capability;
  • Familiar with projects supported by UNDP/GEF;
  • Outstanding speaking, reading and writing skills in English.

 

Required Skills and Experience

  • More than 10 years working experience in energy efficiency area;
  • Having extensive experience in ES&L programme development and implementation;
  • Demonstrated experience in capacity development initiatives in developing countries, notably at the systemic, institutional and technical levels.
