The objective of the GCCA programme is to support the sustainable development of the ACP regions and countries, ensuring their progress towards the Millennium Development Goals.
The specific focus of this long-term technical assistance is to assist the ACP Secretariat in dealing with a broad range of climate change and related issues, and especially in interfacing with the Intra-ACP GCCA Climate Support Facility (CSF).
Based in a location so as to be available for meetings in Brussels on short notice, this Key Expert is Team Leader and has overall responsibility for the Climate Support Facility, must interface very closely with (and be responsible for) the CSF Administrator (Key Expert 2), and is responsible for identifying appropriate technical assistance personnel to respond to the Work Programme to be established by the ACP Secretariat.
This Key Expert should have, as a minimum:
- A relevant university degree or equivalent;
- At least 15 years experience, and the more of those years dealing with environment or climate issues, the greater the advantage;
- At least 2 years experience in areas related to climate change, preferably mitigation or adaptation issues;
- At least 2 years experience with projects in ACP countries;
- At least 3 years experience in project management;
- Ability to work competently in French or English, with a working knowledge of the other language.
