Climate Finance Program Manage

The Center for Clean Air Policy (CCAP) is a nongovernmental nonprofit that promotes ambitious climate action globally. Based in Washington DC with experts in Latin America, Canada, and Europe, we help policy-makers around the world develop, promote, and implement innovative, market-based solutions to major climate problems that balance both environmental and economic interests.

POSITION DESCRIPTION

CCAP is seeking a proactive, creative policy thinker with outstanding analytic ability, well-developed people skills, and experience developing new project ideas, raising the requisite funds, and managing the successful delivery of work products.  The Program Manager will be responsible for managing CCAP’s Climate Finance program, aimed at supporting international institutions, countries, and the private sector to prioritize and scale up low-carbon investments to realize the long-term goals elaborated in the Paris Agreement. This position would play a leading role in developing and implementing programmatic priorities and undertaking the relevant outreach, collaboration, fundraising, and analytical work in support of these initiatives. This position would participate in and make use of key international forums, such as the UNFCCC and the Green Climate Fund, to identify and develop promising opportunities and showcase programmatic results.

Specific responsibilities include:

• Developing and directing technical, economic, and policy analyses on climate mitigation strategies in developing countries in collaboration with host country decision-makers and key stakeholders;
• Helping to develop and write CCAP’s positions on international climate policy and climate finance, particularly in relation to the Green Climate Fund and the UNFCCC;
• Engaging international, regional, and national development banks and public and private financial institutions in financing transformational mitigation programs and projects;
• Proactively liaising with outside technical consultants, experts, and international policymakers on various assignments;
• Representing CCAP at international conferences; and
• Fundraising and strategic planning for the program.

QUALIFICATIONS

The ideal candidate will have demonstrated experience conducting technical, economic, and policy analyses with a view to designing a comprehensive project proposal or business plan with minimal oversight. In addition, s/he will have an in-depth understanding of current international climate policy issues as well as strong management, analytic, and communication skills. Qualified candidates should possess the following attributes and experiences:

• At least 10 years of demonstrated experience conducting technical, economic, and policy analyses to inform climate change and/or energy policy or project planning;
• Proven ability to engage with high-level officials from governments, financial institutions, and the private sector;
• In-depth knowledge of current international climate policy forums and issues, especially the Green Climate Fund and Article 2.1.c of the Paris Agreement. In addition, candidates should be familiar with various climate finance tools and how they can be used to overcome specific financial barriers;
• Superior quantitative skills a plus, oral and written communication skills in English with the ability to write for both policy and technical audiences;
• Fluency in Spanish a plus;
• Master’s degree in public policy, environmental economics, business, finance or related field;
• Ability to travel internationally up to 30% for periods of up to 2 weeks at a time internationally up to 30% for periods of up to 2 weeks at a time (when safe and approved travel is acceptable);
• The flexibility and proven ability to be a team player in a collaborative environment;
• Strong people skills including a sense of humor, adaptability, humility, and creativity.
