The European Climate Foundation (ECF) was established in 2008 as a major philanthropic initiative to help Europe foster the development of a low-carbon society and play an even stronger international leadership role to mitigate climate change. Context of the role

The goal of ECF International Forum for Energy (IFE) is to support the work of the organisation in developing strategies to secure clean energy around the world in the interests of healthy citizens and a healthy climate. The programme supports strong, effective and innovative interventions to address the barriers to the transition in the energy sector.

IFE is currently helping countries in Southeast Asia create an enabling environment for accelerated transition to clean energy through a number of tactical and strategic interventions including support for cutting edge policy analysis, technical assistance, civil society organisations (CSOs) and new media campaigns, diplomacy, and business innovation.  The programme supports regional as well as in-country activities in Indonesia, Vietnam, and Philippines.

Given the size and scale of the program in Indonesia now and continued expected growth in the coming years, IFE seeks to hire a clean energy programme director for Indonesia who can hit the ground running in developing country-led strategies, manage grantees and grantee relationships as well as be the face of the organization in-country with all stakeholders.

Key responsibilities

  • The Clean Energy Programme Director for Indonesia is responsible for coordination of all ECF programs related to acceleration of clean energy in Indonesia. The position requires leadership, management and coordination of the various aspects of the IFE program – technical advocacy, CSOs/campaigns, diplomacy, innovation, finance, and industry collaboration. The Clean Energy Programme Director for Indonesia works closely with the Regional Director for Clean Energy based out of Singapore to ensure strategic coherence and integration of the Indonesia programme within the overall South East Asia programme.
  • The Clean Energy Programme Director for Indonesia position is responsible for developing and delivering a strategy to lead and coordinate county-wide efforts in accelerating clean energy development in the country.
  • Duties include, but are not limited to the following:
  • Stakeholder consultation to craft an annual grant making strategy for Indonesia
  • Continuous monitoring of the policy and stakeholder landscape within the context of IFE goals of accelerated development of renewable energy within the overall power mix in the country
  • Strategic advice to funders interested in Indonesia clean energy development
  • Development of proposals for dockets, negotiations with grantees and recommendations to the Steering Committee for the approval of grants.
  • Management of all grants, grantees, and grantee relationships.
  • Close coordination with the regional director for clean energy in crafting the overall regional strategy and objectives for clean energy, programme goals and annual budget.
  • Representation of the IFE within the country and participation in regional meetings and discussions.
  • Preparation of planning analyses and written reports, including findings and recommendations.
  • Management of recruitment and staff members when the program expands.
  • Management of all communications and public outreach framework for IFE activities within the country.

Experience and competencies

The Clean Energy Programme Director for Indonesia is a leadership position and requires the possession of strong management and interpersonal skills. The position also requires the ability to establish and maintain cooperative working relationships, deal with difficult issues, and communicate clearly and effectively.

The Clean Energy Programme Director for Indonesia should have the leadership skills to be an effective advocate on climate change issues; should have high energy, a strong work ethic, and the initiative to define and execute new grants.

Education: A master’s degree with related course work in energy, climate policy, business or an associated field would be ideal.

Experience: The ideal candidate would have ten to fifteen years increasingly responsible management experience in administrative management and policy-advisory functions in climate change mitigation or clean energy.
