Description

The EU-China Biodiversity Programme (ECBP) is a EUR 50million joint initiative of the European Commission (EC), UNDP China and the Ministry of Environment Protection (MEP) to enhance China’s implementation of the UN Convention on Biological Diversity through improved environmental governance at national and local levels. To facilitate institutional strengthening, policy implementation and technical management of ECBP, UNDP will recruit a Chief Technical Advisor.
 
The Chief Technical Adviser (CTA) shall be the technical counterpart to the National Programme Manager (NPM). He/She shall work within the Project Management Office (PMO) and shall be directly responsible to the Team Leader for Energy & Environment Team of UNDP China and the National Programme Director (NPD). The primary role of the CTA is to provide the technical backing to initiatives developed by the Programme to place biodiversity on the policy agenda, and to provide technical inputs and supervisory supports to Biodiversity Portfolio of UNDP Country Office and UNDP network where required.
 
He/she will advise on all technical matters related to biodiversity policy development and support the horizontal (cross-ministerial) and vertical integration of biodiversity into government activities. Furthermore he/she will integrate the results and outputs of the Field Projects into a policy platform to facilitate the adoption of certain policy recommendations for biodiversity. The CTA will therefore conduct a strategic analysis of the results and approach of the Field Projects in order these to a conceptual framework for policy dialogue.

 

Duties and Responsibilities

Functions / Key Results Expected

  • The Chief Technical Adviser (CTA) will be directly responsible to Team Leader for Energy & Environment Team of UNDP China and the National Programme Director (NPD).
  • The CTA will work closely with, and provide technical input to the National Programme Manager (NPM), and provide technical inputs and supervisory supports to Biodiversity Portfolio of UNDP Country Office and UNDP network where required.
  • The CTA will advise and support the Programme Steering Committee (PSC), the NPD and the entire Programme team on technical and policy matters. He/she will jointly with NPM coordinate the technical work of the Project Management Office (PMO).
  • The CTA will provide technical advice to the Visibility and Awareness Component (VAC), the UNDP Country Office Support Unit (COSU) where required.
  • The CTA will be closely involved in overall project implementation summarization, e.g. project completion report, consolidation of project experiences, etc.
  • The CTA , jointly with the NPM, will establish institutional links with units in key ministerial level bodies and other organisation in and outside government, including NGOs
  • The CTA is responsible for linking strategic technical aspects of the Field Projects to the national elements of the Programme, ensuring that they contribute to developing the vertical and horizontal mechanisms for field implementation and feedback of national policy.
  • The CTA will ensure coordination between the Programme and Programme partners, the donor community and internationally.
  • The CTA will make a substantial contribution to the Programme Implementation Plan. He will supervise local consultants, and advise the NPM on the general supervision of the PMO.
  • The CTA shall together with the NPM make a substantial contribution to the development of the Programme Implementation Plan (PIP), in this respect he/she shall: prepare biodiversity strategies and action plans for key sectors.

The CTA’s tasks will comprise but not be limited to:

  • Review existing national biodiversity-related policies, their strengths, overlaps gaps, contradictions (all relevant sectors);
  • Review international biodiversity-related to trade policy;
  • Review the national response to international agreements;
  • Draft and review project completion report for overall ECBP;
  • Make recommendations to MEP’s  governing body;
  • Establish a group to monitor implementation and feedback of policies;
  • Facilitate the policy dialogue on biodiversity between the EU and China;
  • Prepare guidelines and procedures for EIA and SEA;
  • Initiate a trend towards routine public scrutiny of documents, budgets & expenditure and publish popular editions of key documents, ensuring that the documents are available (Internet, brochures) and that their availability is publicly known;
  • Encourage establishment of neutral and independent bodies for independent review of environmental impacts policy, laws and their implementation (all sectors);
  • Closely integrate with outputs from Visibility & Awareness Component;
  • Encourage public discussion of environmental implications of legal issues.

Required Skills and Experience

Education:
  • Advanced university degree in Environment or Natural Resource Management or a related field.
Experience:
  • At least 7 years of post Master relevant experience in the field of natural resource management or biodiversity conservation; including working experience in developing countries.
  • Knowledge of EU programme management is a strong asset.
  • Knowledge of UNDP programme management is a strong asset.
  • A verified track record in project management, team leadership, and facilitation.
  • Proven ability to coordinate a multidisciplinary team of experts and consultants.
  • Previous working experience with government agencies would be an asset.
Specific Professional Experiences:
  • Good knowledge of EU and UN biodiversity policy and institutional integration of biodiversity and/or environment at large in the EU.
  • Sufficient experience to facilitate policy and technical dialogues with government and the international community.
  • Previous experience in China in a similar field would be an asset.
Language Requirements:
  • Fluency in both written and spoken English. Knowledge of Chinese an asset.?
