VACANCY

Position Title: Change Programme Manager – Greening New Delhi

Department: Corporate Services
Grade: LE Ib

Starting Salary: Rs12,12,871 per annum (including retirement benefits) plus medical benefits as per policy.
Hours of work: 40 hours per week
The position is on a contract for a period of one year.

1. The British High Commission has a vacancy for Change Programme Manager - Greening New Delhi.

2. Objective: to manage the Greening New Delhi Change Programme, working with the joint British High Commission (BHC)/Department for International Development (DfID) Green Team to design and implement a programme of activities to demonstrate best practice in Post’s environmental management and sustainable operations.

3. The job-holder’s key duties are:
• To work with the Green Team chairs in Corporate Services and the Climate Change and Energy Unit, drawing on FCO (Foreign and Commonwealth Office) and DfID best practice worldwide to design the Greening New Delhi change programme and introduce the new FCO environmental management system to New Delhi.
• To design and oversee an external and internal audit, focusing on sustainable operations in five key areas: energy use in buildings, travel and transport, waste, water and procurement.
• On the basis of the audit, to draw up, and obtain senior management agreement to, a SMART action plan with timelines, milestones and targets, including quick wins. To secure necessary funding to implement the agreed measures. To monitor, review and revise action plan regularly.
• To manage the first year of the change programme and then ensure that the change programme is sustainable beyond the first year.
• To manage, develop and implement a Mission environmental management system with particular interest in, but not limited to :-

Estate Section – Monitor and review missions (domestic and commercial) energy usage, electrical, water, HVAC, fuel, disposal of waste materials. Monitor and report on environmental projects undertaken by Estates Section.
Visits and Movement Unit – Monitor and review carbon foot print of visitors and staff at post, official and unofficial travel and all means of transport. Review marker hotel footprint of each visitor.
Transport – Monitor and review carbon footprint of all fleet vehicles, Office, 2RM and private, review fuel usage. Identify ways of reducing carbon footprint.
Corporate Procurement Group – Monitor and review carbon footprint of transportation of cargo / materials to and from post.

• To report on the change programme to the Board of Management and to Security and Estates Directorate in London.
• To work with the Green Team and Press and Communications Group to develop and implement internal strategic communications around the Green Team’s activities to engage the broader BHC/DFID community and to maximise public diplomacy benefits from the programme.
• To identify, assess and reduce Post’s environmental risks and financial costs.
• To develop a network of change agents in other parts of the Indian and South Asian FCO and DFID networks.

4. The successful candidate would:

• Be educated to degree level or above with 3-5 years of relevant work experience.
• Be resourceful, diligence, and resilient.
• Have strategic/creative thinking and analytical ability.
• Have very strong written and oral communication skills with ability to absorb information quickly and efficiently.
• Have good interpersonal skills and influencing skills.
• Be proficient in Microsoft packages and Internet.


5. The starting salary for this job is Rs12,12,871/- per annum (including retirement benefits) plus medical benefits as per policy.
