Conservation International is seeking a qualified individual to fill the post of Marine Management Capacity Development Advisor for the Coral Triangle Initiative (CTI) Program. The Advisor will work to support the regional Marine Management Capacity Development activities of the Coral Triangle Support Program (CTSP) a USAID funded consortium of Conservation International (CI), the Nature Conservancy (TNC), and World Wildlife Fund (WWF). CTSP is working to support the six CTI Countries (Indonesia, Malaysia, Papua New Guinea, the Philippines, Solomon Islands, and Timor-Leste) as they implement their CTI National and Regional Plans of Action. Developing and maintaining skills and capacity in marine management at several levels across the Coral Triangle is a critical aspect of implementation of these Plans. The primary role of the Advisor is to support the design and implementation of an effective program for sustained capacity development in marine management in the CTI. The Advisor will actively participate in the development of capacity development strategies and work plans at the level of Priority Geographies, Nationally in key CT6 Countries, and Regionally. This may include playing a lead role in strategy development in key areas as assigned. Strategy development will be based on needs assessments (or synthesis of needs assessments), review of successful modes of delivery of capacity development, and resources and partnerships that can be mobilized. The focus of this program will be building sustained capacity in integrated marine management that incorporates Marine Protected Areas, the Ecosystem Approach to Fisheries Management, and Climate Change considerations. The successful candidate will have considerable experience in developing and delivering marine management capacity development programs.
 
RESPONSIBILITIES
  • Coordination (percentage time for individual tasks will be delineated through work planning with the Advisor)
  • Coordinate regularly with the Technical Advisor and Capacity Development Program Team on the planning and execution of all aspects of the Capacity Development Program.
  • Coordinate closely with the CTI Regional Secretariat and appropriate National Coordinating Committees (NCCs) to work with them on the formulation and execution of Capacity Development Programs. 
  • Coordinate closely with the NGOs of the CTSP consortium, the CTSP Regional Program Office in Jakarta, the U.S. CTI Program Integrator, and NOAA to ensure that Capacity Development strategies are well organized and executed for optimal positive impact. 
  • Coordinate closely with other CTI partner organizations that are working on Capacity Development such as the Australian Government, the ADB, and others
  • Participate in and possibly lead any formal regional coordination mechanisms that are established.
  • Organize experts to provide key trainings on other topics as needed.
  • Organize and maintain an inventory of available Capacity Development Programs and opportunities
  • Assist with proposal and report writing as required.
  • Strategy Development and Implementation
  • Actively participate in the development of Capacity Development Strategies and work plans at the level of Priority Geographies, Nationally in key CT6 Countries, and Regionally. 
  • Assist with the development, coordination, and delivery of Capacity Development Programs.
  • Support Development of Regional, National, and Priority Geography Learning Networks to Share Lessons Learned and Skills across the CT.
  • Assist with the development and execution of Strategies to institutionalize key Capacity Development Delivery mechanisms at Priority Geography and national scales. 
 
Working Conditions
  • Up to 50 % time travel within the Coral Triangle area
 
QUALIFICATIONS
 
Required
 
  • Bachelor’s degree in marine science/biology/ecology/natural resource management/education or other relevant skills. 
  • Three to five years experience working in development and delivery of capacity development programs, in marine/coastal resources management program, and/or in implementation of conservation projects.
  • Excellent written and verbal communication skills are a must,
  • Fluency in English (spoken and written)
  • Strong understanding of marine natural resource management
  • Ability to train and facilitate marine management programs and to teach others how to facilitate and mentor such programs
  • Background in curriculum development and participatory learning approaches
  • Ability to manage multiple projects and tasks
  • Ability to write proposals and reports
  • Experience working in the Coral Triangle Countries especially Melanesia is an advantage
  • Familiarity with USAID and other donors such as ADB and GEF is an advantage
  • Good interpersonal skills and innovative thinking
  • Ability to work independently and collaboratively with a wide range of geographically dispersed individuals and within teams representing different organizations or constituencies.
  • Able to travel and work with minimal supervision, both in the field and in the office
  • Proficient in operating computer software, i.e. Microsoft Word, Excel, etc. as well as the internet
 
Preferred
 
  • Advanced Degree
  • Fluency in Bahasa Indonesia, Tok Pisin or another of the CT languages is an advantage
  • Experience in developing, managing, and implementing Marine Resource Management Capacity Building programs including training and learning networks
